Dimitri got involved in the economies of Eastern Europe from the very beginning of the historic post-communism transition process, and has worked in different capacities on a number of these countries for over a decade.
As a young IMF economist, he started working on Romania in February 1990, just two months after the overthrow of Ceausescu. He published the first overview of the Romanian economic reform program in 1991, as well as one of the first research articles on the output collapse in Eastern Europe at the beginning of the transition. He was the IMF’s Resident Representative in Latvia and Estonia during 1996-99.
After the end of the wars of former Yugoslavia, Dimitri worked for five years on SE Europe. He was the head of the IMF’s Southeastern European Division and led IMF missions to Slovenia, Croatia, Bosnia & Herzegovina, and Kosovo. His experience in post-war Kosovo, in particular, has been a core part of his expertise in post-conflict economies.
In 2003, during his stint at the Greek Presidency of the EU, Dimitri was responsible for EU relations with Russia, the Caucasus, and SE Europe, and developed jointly with the European Commission the EU’s “Wider Europe” policy, a framework for relations with EU’s eastern and southern neighbors.
